Announcement for Consultant to support ‘Review of National Strategic Plan for the Comprehensive and Multi-Sectoral Response’ with National AIDS Authority

Announcement Description

Cambodia’s HIV response over the past two decades has been highly successful through effective implementation of HIV programme guided by National Strategic Plan for the Comprehensive and Multi-sectoral responses to HIV and AIDS and HIV Strategic Plan in health sector which has led the country to be one of the seven countries globally to achieve the 90-90-90 targets. Moreover, the Royal Government of Cambodia is committed to end HIV epidemic by 2025

Cambodia has currently implementing National Strategic Plan for the comprehensive and multi-sectoral response to HIV and AIDS 2015-2020 (NSP IV) to guide Cambodia’s HIV multi-sectoral response toward reaching Fast Track commitment by 2020. The NSP IV consists of six strategies including 1) prevention, 2) treatment, care and support, 3) mitigation of impact of HIV and AIDS, 4) leadership and resource mobilization, 5) enabling, legal and policy environment, 6) M&E and strategic information, which clearly outlines multi-sectoral contributions to HIV response.

 

 

Announcement Position

Consultant to support ‘Review of National Strategic Plan for the Comprehensive and Multi-Sectoral Response to HIV and AIDS (NSP IV) 2015-2020, and Development of NSP V 2019-2023’

Objectives

The objectives of the assignment are 

a) To conduct a review of NSP (NSP IV) to understand progress, effectiveness, challenges and lesson learned from its implementation and the relevance to current context to inform the development of NSP V;

b) To develop, in consultation with key relevant stakeholders and based on situational analysis and results of the review of NSP IV, a comprehensive and multi-sectoral strategic plan for HIV response for 2019-2023 (NSP V).

Main activities

Under overall guidance of Steering Committee and in closely working with five different thematic working groups, the consultant will perform main activities as below:

1.       Review of NSP IV

-          Review progress made against strategic objectives of the five strategic areas, identify key challenges and lessons learned through desk review, stakeholder interviews, focus group discussion (FGD) and other relevant data collection and support the works of different thematic working groups

-          Consolidate all collected information, analyze in consultation and inputs of the thematic working groups and relevant key stakeholders;

-          Present and submit draft full report of the review to Steering Committee for final review and approval. 

2.       Develop NSP V

-          Building on NSP IV review, develop situational analysis for NSP V, including looking at efficiency and sustainability context of the response;

-          Develop, with overall guidance of Steering Committee and in consultation with the strategic working groups as well as consultative process with key stakeholders, priority strategic areas, objectives, outcomes and main outputs as well as M&E framework of NSP V.

-          Present and submit full draft NSP V to Steering Committee for final review and approval.

3.       Expected outputs

-          Comprehensive report of NSP IV review clearly highlighting progress, effectiveness, challenges and lesson learned

-          NSP V 2019-2023, including priority strategic areas, objectives, strategies, outcomes and main outputs as well as M&E framework

4.       Process

The review will be overall led and overseen by a Steering Committee for NSP IV review and NSP V development and chaired by the National AIDS Authority, and the members from key ministries, development partners and CSO. The Steering Committee will provide overall guidance to five technical working groups who will be responsible for taking the lead and coordination of discussion on different thematic areas:

1.       Prevention, treatment, care and support

2.       Impact mitigation

3.       Leadership, coordination and resource mobilization

4.       Law and policy enabling environment

5.       M&E, strategic information and sustainability

 

Cross cutting issues to be taken into consideration across all strategic areas of NSP V: sustainability, human rights (people-centered), gender, youth

5.       Proposed timeline and number of days

Total number of days for consultancy is 36 days between July 2018 to February 2019

Required Qualifications

o   Degree in public health, sociology, social/community development, health financing/economics or other relevant disciplines;

o   Experience in developing high-quality strategic plans in the health/ community development sector;

o   Strong quantitative and qualitative analysis and documentation skills as evidenced by previous reports prepared by the consultant;

o   Proven facilitation, communication and coordination skills;

o   Familiarity with HIV/AIDS, health systems, local administrations of Cambodia;

o   Experience with working with donor-funded programs.
