The National AIDS Authority has following roles and responsibilities:
Prepare the national HIV and AIDS policy for the Royal Government of Cambodia's consideration and approval;
Prepare the national strategic plan for the Royal Government of Cambodia's consideration and approval;
Advice the Royal Government of Cambodia on HIV and AIDS related issues and problems;
To lead and coordinate the enforcement of HIV and AIDS law
To lead, manage, coordinate and facilitate sustainably the HIV and AIDS response at all the ministerial level, international organization, non-governmental organization, private sector and other agencies;
Disseminate regularly the law on HIV and AIDS prevention and control in Cambodia;
Mobilize resources from all national and international sources to support the implementation of the national strategic plan;
Organize HIV and AIDS technical and experience exchange with other countries;
Provide support, cooperation and facilitation all researches on the HIV and AIDS epidemic and HIV and AIDS social impact;
Provide recommendation and guidance on HIV and AIDS intervention as stated in the law on HIV and AIDS prevention and control in Cambodia to laboratory, hospital and other HIV and AIDS care and treatment facilities;
Make decision and approval on HIV and AIDS project to be disseminated at the ministry, organization, school etc and through TV, newspaper, magazine and outreach program;
Be responsible to draft the law and to issue administrative procedure, regulation etc to support the HIV and AIDS response focusing on human rights; and
Implement other tasks as required by the Royal Government of Cambodia.
