Senior Minister Ieng Mouly, Chair of the National AIDS Authority Presides over an Inter-Ministerial Meeting to Disseminate the Ending AIDS Policy and Sustainability of AIDS Program for 2023-2028

In the morning of Tuesday, March 26, 2024, from 09.00 a.m., Senior Minister Ieng Mouly, Chair of the National AIDS Authority presided over an Inter-Ministerial Meeting to Disseminate the Ending AIDS Policy and Sustainability of AIDS Program for 2023-2028. The meeting was attended by Excellencies, Lok Chumteav, Ladies and Gentlemen, the Chair, Vice-Chairs and members of the Inter-Ministerial Technical Taskforce to Eliminate AIDS in 2025 and Sustainability of AIDS Program for 2023-2028 along with the Core Technical Taskforce Assisting Inter-Ministerial Technical Taskforce to Eliminate AIDS in 2025 and Sustainability of AIDS Program for 2023-2028 in meeting room B.

During the welcoming address, Senior Minister praised the Inter-Ministerial Technical Taskforce and the Core Technical Taskforce Assisting Inter-Ministerial Technical Taskforce for drafting the Ending AIDS Policy and Sustainability of AIDS Program for 2023-2028 since the end of 2022 up to the adoption by the Council of Ministers meeting on March 15, 2024.

Then, H.E. Dr. Tia Phalla, Vice-Chair of the NAA and Chair of the Inter-Ministerial Technical Taskforce delivered his presentation to the meeting. To begin, he recalled the achievements made by Cambodia including Achieving the 90-90-90 Targets in 2017 ahead of schedules and participating in the declaration of the United Nations Policy in June 2021. Currently, Cambodia is among the top ten successful country in HIV and AIDS response he addeed. Furthermore, he said that Ending AIDS Policy and the Sustainability of AIDS Program consist of 7 main targets: 1) Strengthening national system on HIV and AIDS multi-sectoral response, 2) Expand, strengthen and speed up the prevention program, 3) Expand, strengthen and speed up the care and treatment program, 4) Expand, strengthen and speed up the social protection program, 5) Ending stigma and discrimination, 6) Resource mobilization and 7) Strengthening the efficiency of monitor and evaluation policy.

Representatives of the Inter-ministerial taskforce made some comments as follows: H.E. Koe Chakriya, Secretary of State of the Ministry of Economy and Finance and Vice-Chair of the Inter-ministerial taskforce praised that the policy was developed in a well organised manner. For the future, AIDS committees from the ministries and institutions have to assign finance officials to discuss on AIDS program she added. Then H.E. Khay Khunheng, Secretary of State of the Ministry of Post and Telecommunication and a member of the Inter-Ministerial Taskfore has pledged to put more efforts in actively disseminate messages on prevention in mobile phone networks and other electronic means.

Before concluding the meeting, Senior Minister mentioned that members of meeting have exchanges idea for the whole morning. This meeting marked the beginning of the implementation of the policy. After this, we will evaluate the prevention program whether it effective or not. Then, we consider on which programs are effective. In prevention, we have to achieve the first 95 target based on 3 main corners: 1) Bio-medical (condom, PrEP, PEP and Treatment as prevention) 2) Paradigm shift (the misunderstanding that there are no more AIDS, no message has received on HIV infection and no discrimination) and 3) Law and regulation (Whether there are laws barring to the prevention?).

To conclude the meeting, Senior Minister stressed that we cannot success in ending AIDS if prevention won’t be a successful one. If we cannot prevent the new infection, we still have the threat of an outbreak. In the future, we will organize a forum to evaluate and put forward the real prevention program. AIDS tasks are not ending yet, it becomes more active than earlier.
